The Registrar of the Agriculture and Forestry University (AFU) in
Rampur, Chitwan, serves as the chief administrative and financial
officer of the university. Appointed by the Chancellor (the Prime
Minister of Nepal) on the recommendation of the Vice-Chancellor, the
Registrar's primary duties include overseeing the university's general
administration, financial management, and human resources.
Core roles and responsibilities include:
General Administration: Serving as the head of
the General Administration Division to manage the day-to-day
operations of the university. This includes overseeing public
relations, university correspondences, and maintaining meticulous
records.
Financial Management: Directing all financial
activities, including annual budget planning, revenue collection,
internal audits, and tax compliance to ensure the university's
fiscal integrity.
Human Resources & Personnel: Overseeing the
Personnel Administration Division. This includes managing staff
deployment, employee records, transfers, retirements, performance
evaluations, and benefits administration.
Procurement & Property Management: Managing
the procurement of goods, equipment, and services. The Registrar
also oversees the upkeep and inventory of all movable and
immovable university assets.
Statutory Duties: Acting as the Member-Secretary
of the University Senate, which involves authenticating official
decisions and ensuring the university operates in accordance with
AFU's established acts, rules, and regulations.
Event Management: Coordinating the logistics and
management of university-sponsored academic events, such as
training sessions, seminars, and international symposiums.
